BILL 163 (2025), BILL 164 (2025), AND BILL 165 (2025), TO AMEND THE MAUI ISLAND PLAN’S DIRECTED GROWTH MAP C5 (PULEHU ROAD), AMEND THE WAILUKU-KAHULUI COMMUNITY PLAN DESIGNATION, AND CHANGE THE ZONING FOR 166.511 ACRES SITUATED AT KAHULUI, HAWAI‘I (HO‘ONANI VILLAGE) (DRIP-19)
Description
The Committee is in receipt of the following:
1. Bill 163 (2025), entitled “A BILL FOR AN ORDINANCE TO AMEND THE MAUI ISLAND PLAN’S DIRECTED GROWTH MAP C5 (PULEHU ROAD) BY INCLUDING WITHIN THE URBAN GROWTH BOUNDARY, A 166.511-ACRE PORTION OF A PARCEL IDENTIFIED FOR REAL PROPERTY TAX PURPOSES AS TAX MAP KEY (2) 3-8-006:004-0005, KAHULUI, HAWAI‘I.” Bill 163’s purpose is to amend the Maui Island Plan’s Directed Growth Map C5 (Pulehu Road) to include 166.511 acres located at Kahului, Hawai‘i, identified for Real Property Tax purposes as a portion of Tax Map Key (2) 3-8-006:004-0005, within the Urban Growth Boundary for the Ho‘onani Village Mixed Use Development project. The proposed project site plan includes multi-family residential, retail, commercial, office, light industrial, hospitality, and recreational and open space uses.
2. Bill 164 (2025), entitled “A BILL FOR AN ORDINANCE TO AMEND THE WAILUKU-KAHULUI COMMUNITY PLAN DESIGNATION FROM AGRICULTURE TO BUSINESS/MULTI-FAMILY FOR A 166.511-ACRE PORTION OF A PARCEL IDENTIFIED FOR REAL PROPERTY TAX PURPOSES AS TAX MAP KEY (2) 3-8-006:004-0005, SITUATED AT KAHULUI, HAWAI‘I.” Bill 164’s purpose is to amend the Wailuku-Kahului Community Plan designation from Agriculture to Business/Multi-Family for 166.511 acres located at Kahului, Hawai‘i, identified for Real Property Tax purposes as a portion of Tax Map Key (2) 3-8-006:004-0005, for the Ho‘onani Village Mixed Use Development project.
3. Bill 165 (2025), entitled “A BILL FOR AN ORDINANCE TO CHANGE THE ZONING FROM AGRICULTURAL DISTRICT TO M-1 LIGHT INDUSTRIAL DISTRICT FOR A 166.511-ACRE PORTION OF A PARCEL IDENTIFIED FOR REAL PROPERTY TAX PURPOSES AS TAX MAP KEY (2) 3-8-006:004-0005, SITUATED AT KAHULUI, HAWAI‘I.” Bill 165’s purpose is to grant a Change in Zoning from Agricultural District to M-1 Light Industrial District for 166.511 acres located at Kahului, Hawai‘i, identified for Real Property Tax purposes as a portion of Tax Map Key (2) 3-8-006:004-0005, for the Ho‘onani Village Mixed Use Development project.
4. Correspondence dated May 8, 2026, from the Committee Chair, transmitting County Communication 86-26, from the Planning Director, containing the Maui Planning Commission’s recommendations and related documents.
5. An Amendment Summary Form, dated May 13, 2026, from the Committee Chair, with a proposed CD1 version of Bill 163 (2025), entitled “A BILL FOR AN ORDINANCE TO AMEND THE MAUI ISLAND PLAN’S DIRECTED GROWTH MAP C5 (PULEHU ROAD) BY INCLUDING WITHIN THE URBAN GROWTH BOUNDARY, A 163.443-ACRE PORTION OF A PARCEL IDENTIFIED FOR REAL PROPERTY TAX PURPOSES AS TAX MAP KEY (2) 3-8-006:004-0005, KAHULUI, HAWAI‘I.” The proposed CD1 version:
a. Amends the bill’s title and text to correct the property’s size from 166.511 acres to 163.443 acres.
b. Amends the bill’s preamble to update the bill’s procedural history.
6. An Amendment Summary Form, dated May 13, 2026, from the Committee Chair, with a proposed CD1 version of Bill 164 (2025), entitled “A BILL FOR AN ORDINANCE TO AMEND THE WAILUKU-KAHULUI COMMUNITY PLAN DESIGNATION FROM AGRICULTURE TO BUSINESS/MULTI-FAMILY FOR A 163.443-ACRE PORTION OF A PARCEL IDENTIFIED FOR REAL PROPERTY TAX PURPOSES AS TAX MAP KEY (2) 3-8-006:004-0005, SITUATED AT KAHULUI, HAWAI‘I.” The proposed CD1 version:
a. Amends the bill’s title and text to correct the property’s size from 166.511 acres to 163.443 acres.
b. Amends the bill’s preamble to update the bill’s procedural history.
Status
The Committee may consider whether to recommend passage of Bill 163 (2025) and Bill 164 (2025) on first reading, with or without revisions. The Committee may also consider the filing of Bill 163 (2025) and Bill 164 (2025), and other related action. No legislative action will be taken on Bill 165 (2025).
