DISTRICT BOUNDARY AMENDMENT AND CHANGE IN ZONING FOR THE MOLOKAI EDUCATION CENTER (KAUNAKAKAI) (HLU-11)
Description
The Committee is in receipt of the following:
1. County Communication 21-286, from the Planning Director, transmitting:
a. A proposed bill entitled “A BILL FOR AN ORDINANCE TO AMEND THE STATE LAND USE DISTRICT CLASSIFICATION FROM AGRICULTURAL DISTRICT TO URBAN DISTRICT FOR PROPERTY SITUATED AT KAUNAKAKAI, MOLOKAI, HAWAII, TAX MAP KEY NOS. (2) 5-3-003:013 AND (2) 5-3-003:014.” The purpose of the proposed bill is to grant a District Boundary Amendment from Agricultural District to Urban District for approximately 5.27 acres in Kaunakakai to allow the University of Hawai‘i Community Colleges to expand the existing Molokai Education Center campus at 375 Kamehameha V Highway.
b. A proposed bill entitled “A BILL FOR AN ORDINANCE TO CHANGE ZONING FROM INTERIM DISTRICT TO P-1 PUBLIC/QUASI-PUBLIC DISTRICT FOR PROPERTY SITUATED AT KAUNAKAKAI, MOLOKAI, HAWAII, TAX MAP KEYS (2) 5-3-003:013 AND (2) 5-3-003:014.” The purpose of the proposed bill is to grant a Change in Zoning from Interim District to P-1 Public/Quasi-Public District for approximately 5.27 acres in Kaunakakai to allow the University of Hawai‘i Community Colleges to expand its Molokai Education Center campus.
2. Correspondence dated December 18, 2023, from PBR Hawaii, transmitting a draft unilateral agreement and declaration for conditional zoning. The draft unilateral agreement includes revised proposed conditions of zoning for the Committee’s consideration.
3. Correspondence dated February 15, 2024, from the Committee Chair to the Department of the Corporation Counsel, transmitting a revised proposed District Boundary Amendment bill, entitled “A BILL FOR AN ORDINANCE TO AMEND THE STATE LAND USE DISTRICT CLASSIFICATION FROM AGRICULTURAL DISTRICT TO URBAN DISTRICT (CONDITIONAL BOUNDARY AMENDMENT) FOR PROPERTY SITUATED AT KAUNAKAKAI, MOLOKAI, HAWAII, TAX MAP KEYS (2) 5-3-003:013 AND (2) 5-3-003:014.” The revised proposed bill includes two conditions required by Section 205-3.5, Hawaiʻi Revised Statutes, and incorporates non-substantive revisions.
Status
The Committee may consider whether to recommend passage of the proposed bill noted in paragraph 1(b) on first reading, with or without revisions, and the revised proposed bill noted in paragraph 3, with or without further revisions. The Committee may also consider the filing of County Communication 21-286 and other related action.
