BILL 111 (2024), ESTABLISHING PROCEDURES FOR THE REMOVAL AND STORAGE OF PERSONAL PROPERTY IN PUBLIC PLACES AND A RIGHT TO SHELTER (WASSP-13)
Description
The Committee is in receipt of the following:
1. Bill 111 (2024), entitled “A BILL FOR AN ORDINANCE AMENDING TITLE 9, MAUI COUNTY CODE, TO ESTABLISH PROCEDURES FOR THE REMOVAL AND STORAGE OF PERSONAL PROPERTY IN PUBLIC PLACES AND A RIGHT TO SHELTER.” Bill 111’s purpose is to provide the procedures to compassionately relocate people when necessary, including offering access to services and storage of personal property.
2. An Amendment Summary Form dated August 21, 2025, from the Committee Chair, with a proposed CD1 version of Bill 111 (2024), entitled “A BILL FOR AN ORDINANCE AMENDING TITLE 9, MAUI COUNTY CODE, TO ESTABLISH PROCEDURES FOR THE REMOVAL AND STORAGE OF PERSONAL PROPERTY FROM ENCAMPMENTS AND A RIGHT TO SHELTER” and a marked-up copy reflecting the proposed amendments. The proposed CD1 version incorporates the Committee’s agreed-upon amendments made at the Water Authority, Social Services, and Parks Committee meeting of October 24, 2024, and nonsubstantive revisions.
3. An Amendment Summary Form dated August 21, 2025, from the Committee Chair, with a proposed CD1 version of Bill 111 (2024), entitled “A BILL FOR AN ORDINANCE AMENDING TITLE 9, MAUI COUNTY CODE, TO ESTABLISH PROCEDURES FOR THE REMOVAL AND STORAGE OF PERSONAL PROPERTY FROM ENCAMPMENTS AND A RIGHT TO SHELTER.” The proposed CD1 version incorporates the Committee’s agreed-upon amendments made at the Water Authority, Social Services, and Parks Committee meeting of October 24, 2024; marked-up proposed amendments that the Committee agreed to revisit at a subsequent meeting; and nonsubstantive revisions.
4. An Amendment Summary Form dated August 29, 2025, from Councilmember Johnson, with a proposed CD1 version of Bill 111 (2024), entitled “A BILL FOR AN ORDINANCE AMENDING TITLE 9, MAUI COUNTY CODE, ON THE REMOVAL AND STORAGE OF PERSONAL PROPERTY IN PUBLIC PLACES AND THE RIGHT TO SHELTER” and a marked-up copy reflecting the proposed amendments. The proposed CD1 version incorporates amendments based on discussions with community advocates and Administration officials along with a review of the Water Authority, Social Services, and Parks Committee meeting of October 24, 2024.
Status
The Committee may consider whether to recommend the passage of Bill 111 (2024) on first reading, with or without revisions. The Committee may also consider the filing of Bill 111 (2024) and other related action.
