AMENDING FISCAL YEAR 2017 BUDGET: DEPARTMENT OF ENVIRONMENTAL MANAGEMENT (LAHAINA WASTEWATER PUMP STATION NO. 3 MODIFICATIONS AND KIHEI NO. 16 PUMP STATION REHABILITATION AND FORCE MAIN REPLACEMENT) (BF-26)
Description
The Committee is in receipt of the following:
1. County Communication 17-42, from the Budget Director, transmitting a proposed bill entitled “A BILL FOR AN ORDINANCE AMENDING APPENDIX A OF THE FISCAL YEAR 2017 BUDGET FOR THE COUNTY OF MAUI AS IT PERTAINS TO PART II, SPECIAL PURPOSE REVENUES - SCHEDULE OF REVOLVING/SPECIAL FUNDS FOR FISCAL YEAR 2017, COUNTYWIDE SEWER CAPITAL IMPROVEMENT RESERVE FUND.” The purpose of the proposed bill is to amend Appendix A, Part II, of the Fiscal Year 2017 Budget, Countywide Sewer Capital Improvement Reserve Fund (Section 9-14, Revised Charter of the County of Maui (1983), as amended), by adding 1) a proviso for $110,000 for the Lahaina Wastewater Pump Station No. 3 Modifications; and 2) a proviso for $1,010,000 for the Kihei No. 16 Pump Station Rehabilitation and Force Main Replacement.
2. Correspondence dated February 3, 2017, from the Budget Director, transmitting the following:
a. A proposed bill entitled “A BILL FOR AN ORDINANCE AMENDING THE FISCAL YEAR 2017 BUDGET FOR THE COUNTY OF MAUI AS IT PERTAINS TO ESTIMATED REVENUES; DEPARTMENT OF ENVIRONMENTAL MANAGEMENT, SEWER KIHEI NO. 16 PUMP STATION REHABILITATION AND FORCE MAIN REPLACEMENT, LAHAINA WASTEWATER PUMP STATION NO. 3 MODIFICATIONS; TOTAL CAPITAL IMPROVEMENT PROJECT APPROPRIATIONS; AND TOTAL APPROPRIATIONS (OPERATING AND CAPITAL IMPROVEMENT PROJECTS).” The purpose of the proposed bill is to amend the Fiscal Year 2017 Budget by 1) increasing Other Intergovernmental by $1,010,000; 2) increasing Carryover/Savings from the Sewer Fund by $110,000; 3) adding an appropriation of $1,010,000 under the Department of Environmental Management, Kihei-Makena Community Plan Area, Sewer, State Revolving Loan Fund, for the Kihei No. 16 Pump Station Rehabilitation and Force Main Replacement project; and 4) adding an appropriation of $110,000 under the Department of Environmental Management, West Maui Community Plan Area, Sewer, Sewer Fund, for the Lahaina Wastewater Pump Station No. 3 Modifications project.
b. A proposed bill entitled “A BILL FOR AN ORDINANCE AMENDING THE FISCAL YEAR 2017 BUDGET FOR THE COUNTY OF MAUI AS IT PERTAINS TO APPENDIX C - CAPITAL IMPROVEMENT PROJECTS, DEPARTMENT OF ENVIRONMENTAL MANAGEMENT, KIHEI NO. 16 PUMP STATION REHABILITATION AND FORCE MAIN REPLACEMENT, LAHAINA WASTEWATER PUMP STATION NO. 3 MODIFICATIONS.” The purpose of the proposed bill is to amend the Fiscal Year 2017 Budget, Appendix C, Capital Improvement Projects, by adding under the Department of Environmental Management: 1) an appropriation of $1,010,000 under the Kihei-Makena Community Plan Area, for the Kihei No. 16 Pump Station Rehabilitation and Force Main Replacement project and a description of the project; and 2) an appropriation of $110,000 under the West Maui Community Plan Area, for the Lahaina Wastewater Pump Station No. 3 Modifications project and a description of the project.
c. A proposed bill entitled “A BILL FOR AN ORDINANCE AMENDING ORDINANCE NO. 4320, BILL NO. 48 (2016), AUTHORIZING THE MAYOR OF THE COUNTY OF MAUI TO ENTER INTO INTERGOVERNMENTAL AGREEMENTS FOR LOANS FROM THE STATE OF HAWAII’S WATER POLLUTION CONTROL REVOLVING FUND FOR VARIOUS WASTEWATER PROJECTS, FISCAL YEAR 2017 BUDGET ORDINANCE.” The purpose of the proposed bill is to amend the Intergovernmental Agreement for loans from the State of Hawaii’s Water Pollution Control Revolving Fund for Fiscal Year 2017 by adding $1,010,000 for the Kihei No. 16 Pump Station Rehabilitation and Force Main Replacement project.
d. A Certification of Additional Revenues for Fiscal Year 2017, dated February 6, 2017, for $110,000 in Carryover/Savings from the Sewer Fund.
Status
The Committee may consider whether to recommend passage of the proposed bills on first reading, with or without revisions. The Committee may also consider the filing of County Communication 17-42 and other related action.
