AMENDING FISCAL YEAR 2018 BUDGET: DEPARTMENT OF ENVIRONMENTAL MANAGEMENT (WASTEWATER ADMINISTRATION PROGRAM - SEWER FUND, WASTEWATER OPERATIONS PROGRAM - SEWER FUND) (BF-74)
Description
The Committee is in receipt of the following:
1. County Communication 17-333, from the Budget Director, transmitting the following:
a. A proposed bill to amend the Fiscal Year (“FY”) 2018 Budget by 1) amending Section 3.B.3.b., Department of Environmental Management, Wastewater Administration Program - Sewer Fund, by deleting the Transfer to Countywide Sewer Capital Improvement Reserve Fund in the amount of $1,659,979; and 2) amending Section 3.B.3.c., Wastewater Operations Program - Sewer Fund, by increasing Category B (Operations) by $1,659,979 and adjusting the Total appropriation. The additional funding will be used for the replacement of three switchgears at the Lahaina Wastewater Reclamation Facility that are near or at the end of their useful service life. The equipment replacement is vital for electrical service reliability to provide power to the entire facility.
b. A proposed bill to amend Appendix A, Part II, Special Purpose Revenues - Schedule of Revolving/Special Funds of the FY 2018 Budget, relating to the Countywide Sewer Capital Improvement Reserve Fund, by 1) decreasing the Anticipated Revenues for FY 2018 by $1,659,979; and 2) adjusting the Total for FY 2018.
2. Correspondence dated September 21, 2017, from the Budget Director, transmitting the following:
a. A revised proposed bill entitled “A BILL FOR AN ORDINANCE AMENDING APPENDIX A OF THE FISCAL YEAR 2018 BUDGET FOR THE COUNTY OF MAUI AS IT PERTAINS TO PART II, SPECIAL PURPOSE REVENUES - SCHEDULE OF REVOLVING/SPECIAL FUNDS FOR FISCAL YEAR 2018, COUNTYWIDE SEWER CAPITAL IMPROVEMENT RESERVE FUND.” The purpose of the revised proposed bill is to amend Appendix A, Part II, Special Purpose Revenues - Schedule of Revolving/Special Funds of the FY 2018 Budget, relating to the Countywide Sewer Capital Improvement Reserve Fund, (Section 9-14, Revised Charter of the County of Maui (1983), as amended), by 1) adding a proviso for the replacement of three electrical switchgears and associated work at the Lahaina Wastewater Reclamation Facility in the amount of $1,659,979; and 2) a description of the project.
b. A revised proposed bill to amend the FY 2018 Budget by 1) increasing Estimated Revenues for Licenses/Permits/Others by $1,659,979; 2) amending Section 4.A.8.b., Department of Environmental Management, West Maui Community Plan Area, Sewer, by adding an appropriation for the Countywide Sewer Capital Improvement Reserve Fund to include a project, entitled “Lahaina Wastewater Reclamation Facility (WWRF) Primary Electrical System Replacement,” in the amount of $1,659,979; and 3) adjusting the totals accordingly.
c. A proposed bill to amend the FY 2018 Budget, Appendix C, Capital Improvement Projects, by adding 1) a project under the Department of Environmental Management, West Maui Community Plan Area, for the Lahaina Wastewater Reclamation Facility (WWRF) Primary Electrical System Replacement in the amount of $1,659,979; and 2) a description of the project.
3. Correspondence dated October 2, 2017, from the Budget Director, transmitting the following:
a. A further revised proposed bill entitled “A BILL FOR AN ORDINANCE AMENDING THE FISCAL YEAR 2018 BUDGET FOR THE COUNTY OF MAUI AS IT PERTAINS TO ESTIMATED REVENUES; DEPARTMENT OF ENVIRONMENTAL MANAGEMENT, WASTEWATER OPERATIONS PROGRAM - SEWER FUND, WEST MAUI COMMUNITY PLAN AREA, SEWER; TOTAL OPERATING APPROPRIATIONS; TOTAL CAPITAL IMPROVEMENT PROJECT APPROPRIATIONS; AND TOTAL APPROPRIATIONS (OPERATING AND CAPITAL IMPROVEMENT PROJECTS).” The purpose of the further revised proposed bill is to amend the Fiscal Year 2018 Budget by 1) increasing Estimated Revenues for Licenses/Permits/Others by $1,659,979; 2) amending Section 3.B.3.c., Department of Environmental Management, Wastewater Operations Program - Sewer Fund, by decreasing Category B (Operations) by $763,493; and adjusting the totals accordingly; and 3) amending Section 4.A.8.b.(1), Department of Environmental Management, West Maui Community Plan Area, Sewer, Sewer Fund, by adding Lahaina Wastewater Reclamation Facility (WWRF) Primary Electrical System Replacement in the amount of $2,423,472.
b. A revised proposed bill entitled “A BILL FOR AN ORDINANCE AMENDING THE FISCAL YEAR 2018 BUDGET FOR THE COUNTY OF MAUI AS IT PERTAINS TO APPENDIX C - CAPITAL IMPROVEMENT PROJECTS, DEPARTMENT OF ENVIRONMENTAL MANAGEMENT, WEST MAUI COMMUNITY PLAN AREA, LAHAINA WASTEWATER RECLAMATION FACILITY (WWRF) PRIMARY ELECTRICAL SYSTEM REPLACEMENT.” The purpose of the revised proposed bill is to amend the Fiscal Year 2018 Budget, Appendix C, Capital Improvement Projects, by adding 1) a project under the Department of Environmental Management, West Maui Community Plan Area, for the Lahaina Wastewater Reclamation Facility (WWRF) Primary Electrical System Replacement in the amount of $2,423,472; and 2) a description of the project.
Status
The Committee may consider whether to recommend passage of the further revised proposed bill noted in paragraph 3(a), and the revised proposed bills noted in paragraphs 2(a) and 3(b) above, on first reading, with or without further revisions. The Committee may also consider the filing of County Communication 17-333 and other related action.
