The Committee is in receipt of correspondence dated January 29, 2025, from the Council Chair, transmitting a letter from the Mayor, dated and received on January 29, 2025, transmitting the following:
1. Resolution 25-23, entitled “APPOINTMENT OF A MEMBER TO THE AFFIRMATIVE ACTION ADVISORY COUNCIL FOR the COUNTY OF MAUI,” with a completed application for the nominee. Resolution 25-23’s purpose is to approve or disapprove the Mayor’s nomination of Bo Alapaki Montalvo (County Employee) to the Affirmative Action Advisory Council for a term beginning on April 1, 2025, and expiring on March 31, 2030.
2. Resolution 25-24, entitled “APPOINTMENT OF MEMBERS TO ANIMAL CONTROL BOARD FOR the COUNTY OF MAUI,” with completed applications for the nominees. Resolution 25-24’s purpose is to approve or disapprove the Mayor’s nominations of Michael Gurat and Ronald Theodor Larsen to the Animal Control Board for terms beginning on April 1, 2025, and expiring on March 31, 2030.
3. Resolution 25-25, entitled “APPOINTMENT OF A MEMBER TO THE BOARD OF ETHICS FOR the COUNTY OF MAUI,” with completed applications for the nominees. Resolution 25-25’s purpose is to approve or disapprove the Mayor’s nominations of Noel (Chivo) McCary Ching-Johnson (Reappointment) and Sherrilee K. Dodson to the Board of Ethics for terms beginning on April 1, 2025, and expiring on March 31, 2030.
4. Resolution 25-26, entitled “APPOINTMENT OF A MEMBER TO THE BOARD OF VARIANCES AND APPEALS FOR the COUNTY OF MAUI,” with a completed application for the nominee. Resolution 25-26’s purpose is to approve or disapprove the Mayor’s nomination of Alison Emily Grimes to the Board of Variances and Appeals for a term beginning on April 1, 2025, and expiring on March 31, 2030.
5. Resolution 25-27, entitled “APPOINTMENT OF A MEMBER TO THE CIVIL SERVICE COMMISSION FOR the COUNTY OF MAUI,” with a completed application for the nominee. Resolution 25-27’s purpose is to approve or disapprove the Mayor’s nomination of Gregory Evan Jenkins to the Civil Service Commission for a term beginning on April 1, 2025, and expiring on March 31, 2030.
6. Resolution 25-28, entitled “APPOINTMENT OF MEMBERS TO THE COMMISSION ON CHILDREN AND YOUTH FOR the COUNTY OF MAUI,” with a completed application for the nominee. Resolution 25-28’s purpose is to approve or disapprove the Mayor’s nomination of Paul Tonnessen to the Commission on Children and Youth for a term beginning on April 1, 2025, and expiring on March 31, 2030.
7. Resolution 25-29, entitled “APPOINTMENT OF MEMBERS TO THE CONSERVATION PLANNING COMMITTEE FOR the COUNTY OF MAUI,” with a completed application for the nominee. Resolution 25-29’s purpose is to approve or disapprove the Mayor’s nomination of Vernon Kananiʻo Lā‘ie Kalanikau to the Conservation Planning Committee for a term beginning on April 1, 2025, and expiring on March 31, 2030.
8. Resolution 25-30, entitled “APPOINTMENT OF A MEMBER TO THE COUNCIL ON AGING FOR the COUNTY OF MAUI,” with completed applications for the nominees. Resolution 25-30’s purpose is to approve or disapprove the Mayor’s nominations of Margaret Elizabeth Hansen and Evalina Noelani Watanabe to the Council on Aging for terms beginning on April 1, 2025, and expiring on March 31, 2030.
9. Resolution 25-31, entitled “APPOINTMENT OF MEMBERS TO THE FIRE AND PUBLIC SAFETY COMMISSION FOR the COUNTY OF MAUI,” with completed applications for the nominees. Resolution 25-31’s purpose is to approve or disapprove the Mayor’s nominations of John Paulo Tau Tau Pele (Molokai) and Caron Miller Green (Lāna‘i) to the Fire and Public Safety Commission for terms beginning on April 1, 2025, and expiring on March 31, 2030.
10. Resolution 25-32, entitled “APPOINTMENT OF MEMBERS TO THE HOUSING ADVISORY BOARD FOR the COUNTY OF MAUI,” with completed applications for the nominees. Resolution 25-32’s purpose is to approve or disapprove the Mayor’s nominations of William Midwood Curtis, Jr., Dennis Walter Chiniaeff, Sandra Lee Duvauchelle, Leilani Reyes Pulmano, and William Robert Spence to the Housing Advisory Board for terms beginning on April 1, 2025, and expiring on March 31, 2026; March 31, 2027; March 31, 2028; March 31, 2029; and March 31, 2030, respectively.
11. Resolution 25-33, entitled “APPOINTMENT OF A MEMBER TO THE LIQUOR CONTROL ADJUDICATION BOARD FOR the COUNTY OF MAUI,” with a completed application for the nominee. Resolution 25-33’s purpose is to approve or disapprove the Mayor’s nomination of Mark Toku Honda to the Liquor Control Adjudication Board for a term beginning on April 1, 2025, and expiring on March 31, 2030.
12. Resolution 25-34, entitled “APPOINTMENT OF A MEMBER TO the LIQUOR CONTROL COMMISSION FOR the COUNTY OF MAUI,” with a completed application for the nominee. Resolution 25-34’s purpose is to approve or disapprove the Mayor’s nomination of Edwin Misaki (Molokai) to the Liquor Control Commission for a term beginning on April 1, 2025, and expiring on March 31, 2030.
13. Resolution 25-35, entitled “APPOINTMENT OF MEMBERS TO THE MAUI COUNTY COMMISSION ON PERSONS WITH DISABILITIES FOR the COUNTY OF MAUI,” with completed applications for the nominees. Resolution 25-35’s purpose is to approve or disapprove the Mayor’s nominations of Lehua Kilihune Lee Chang and Ciera Shannalei Eskaran Eguia (Lāna‘i) to the Maui County Commission on Persons with Disabilities for terms beginning on April 1, 2025, and expiring on March 31, 2030.

Resolution 25-37’s purpose is to approve or disapprove the Mayor’s nomination of Mary Ann Kamalani Pahukoa (East Maui, Native Hawaiian Cultural Practitioner) to the Maui Planning Commission for a term beginning on April 1, 2025, and expiring on March 31, 2030.
16. Resolution 25-38, entitled “APPOINTMENT OF A MEMBER TO THE MAUI REDEVELOPMENT AGENCY FOR the COUNTY OF MAUI,” with a completed application for the nominee. Resolution 25-38’s purpose is to approve or disapprove the Mayor’s nomination of Paul Ananth Kumar to the Maui Redevelopment Agency for a term beginning on April 1, 2025, and expiring on March 31, 2030.
17. Resolution 25-39, entitled “APPOINTMENT OF A MEMBER TO THE POLICE COMMISSION FOR the COUNTY OF MAUI,” with a completed application for the nominee. Resolution 25-39’s purpose is to approve or disapprove the Mayor’s nomination of Joseph Ioane Arias to the Police Commission for a term beginning on April 1, 2025, and expiring on March 31, 2030.
18. Resolution 25-40, entitled “APPOINTMENT OF A MEMBER TO THE REAL PROPERTY TAX REVIEW BOARD FOR the COUNTY OF MAUI,” with a completed application for the nominee. Resolution 25-40’s purpose is to approve or disapprove the Mayor’s nomination of Elizabeth Sheryl Germansky to the Real Property Tax Review Board for a term beginning on April 1, 2025, and expiring on March 31, 2030.
19. Resolution 25-41, entitled “APPOINTMENT OF MEMBERS TO THE SALARY COMMISSION FOR the COUNTY OF MAUI,” with completed applications for the nominees. Resolution 25-41’s purpose is to approve or disapprove the Mayor’s nominations of Lester Iwao Yano and Heather Ann Wells to the Salary Commission for terms beginning on April 1, 2025, and expiring on March 31, 2030.
20. Resolution 25-42, entitled “APPOINTMENT OF MEMBERS TO the URBAN DESIGN REVIEW BOARD FOR the COUNTY OF MAUI,” with a completed application for the nominee. Resolution 25-42’s purpose is to approve or disapprove the Mayor’s nomination of Kiley Carmelle Dindinger (Civil Engineer) to the Urban Design Review Board for a term beginning on April 1, 2025, and expiring on March 31, 2030.
Status
The Council must approve or disapprove the nominations listed above by February 28, 2025, or the nominations will be deemed approved. The Committee may consider whether to recommend adoption of the proposed resolutions, with or without revisions. The Committee may also consider other related action.
