BILL 30 (2026), AMENDING THE FISCAL YEAR 2026 BUDGET: INCREASE ESTIMATED REVENUES, CARRYOVER/SAVINGS, GENERAL FUND; TRANSFER TO THE GENERAL EXCISE TAX FUND; DEPARTMENT OF ENVIRONMENTAL MANAGEMENT (CENTRAL MAUI REGIONAL WASTEWATER RECLAMATION FACILITY) (BFED-47)
Description
The Committee is in receipt of the following:
1. Bill 30 (2026), entitled “A BILL FOR AN ORDINANCE AMENDING THE FISCAL YEAR 2026 BUDGET, INCREASE ESTIMATED REVENUES, CARRYOVER/SAVINGS, GENERAL FUND BY $3,500,000, DEPARTMENT OF FINANCE, COUNTYWIDE COSTS, INCREASE APPROPRIATION FOR TRANSFER TO THE GENERAL EXCISE TAX FUND BY $3,500,000, APPENDIX A, PART II, GENERAL EXCISE TAX FUND, INCREASE THE APPROPRIATION FOR CENTRAL MAUI REGIONAL WASTEWATER RECLAMATION FACILITY IN WAIKAPŪ BY $3,500,000, AND APPENDIX C, DEPARTMENT OF ENVIRONMENTAL MANAGEMENT, WAILUKU-KAHULUI COMMUNITY PLAN AREA, INCREASE THE APPROPRIATION FOR CENTRAL MAUI REGIONAL WWRF (WAIKAPŪ) BY $3,500,000.” Bill 30’s purpose is to amend the Fiscal Year 2026 Budget by:
a. Amending Section 2, Estimated Revenues, by increasing Carryover/Savings from the General Fund by $3,500,000;
b. Amending Section 3.B.6.g.(14), Department of Finance, Countywide Costs, Transfer to the General Excise Tax Fund, by increasing the appropriation by $3,500,000;
c. Adjusting the totals accordingly;
d. Amending Appendix A, Part II, Special Purpose Revenues - Schedule of Revolving/Special Funds for Fiscal Year 2026, General Excise Tax Fund, by increasing Anticipated Revenues for FY 2026 and the conditioned amount in condition (6) by $3,500,000 and adjusting the total accordingly; and
e. Amending Appendix C - Capital Improvement Projects, Department of Environmental Management, Wailuku-Kahului Community Plan Area, Central Maui Regional WWRF (Waikapū), by increasing the appropriation by $3,500,000.
2. A Certification of Additional Revenues for Fiscal Year 2026, dated February 11, 2026, for $3,500,000 in Carryover/Savings from the General Fund.
Status
The Committee may consider whether to recommend passage of Bill 30 (2026) on first reading, with or without revisions. The Committee may also consider the filing of Bill 30 (2026) and other related action.
