PROPOSED FISCAL YEAR 2027 BUDGET FOR THE COUNTY OF MAUI (BFED-1)
Description
The Committee is in receipt of the following:
1. Correspondence dated March 25, 2026, from Mayor Richard T. Bissen, Jr., relating to the proposed Fiscal Year (“FY”) 2027 Budget for the County of Maui. Included in the Mayor’s transmittal are the following:
a. Bill 55 (2026), entitled “A BILL FOR AN ORDINANCE RELATING TO THE OPERATING BUDGET FOR THE COUNTY OF MAUI FOR THE FISCAL YEAR JULY 1, 2026, TO JUNE 30, 2027.” Bill 55’s purpose is to appropriate estimated revenues for the operating and capital improvement budget. Incorporated within Bill 55 are Appendix A, which lists Grants and Restricted Use Revenues and Special Purpose Revenues; Appendix B, which is the Schedule of Fees, Rates, Assessments, and Taxes; Appendix B-1, which lists the County’s concessions, leases, and licenses by department; and Appendix C, which provides descriptions of Capital Improvement Projects (“Budget bill”).
b. Bill 56 (2026), entitled “A BILL FOR AN ORDINANCE RELATING TO THE CAPITAL PROGRAM FOR THE FISCAL YEAR ENDING JUNE 30, 2027.” Bill 56’s purpose is to set forth the Capital Program for FYs 2027 through 2032. Incorporated within Bill 56 are Appendix A-1, a report entitled “COUNTY OF MAUI, CAPITAL IMPROVEMENT PROJECTS REPORT, AS OF DECEMBER 31, 2025,” which lists all pending capital improvement projects and appropriations, except for Water Fund projects, as of December 31, 2025; Appendix A-2, a report entitled “County of Maui, Capital Improvement Program by District Job and Index, Fiscal Year Ending 06/30/2026 - as of 12/31/2025,” which includes pending Water Fund capital improvement projects and appropriations as of December 31, 2025; and Appendix B, which is the proposed Capital Program for FYs 2027 through 2032 (“Capital Program bill”).
c. Bill 57 (2026), entitled “A BILL FOR AN ORDINANCE AUTHORIZING THE ISSUANCE OF ONE HUNDRED NINETY-FIVE MILLION EIGHT HUNDRED SIXTY-THREE THOUSAND FOUR HUNDRED DOLLARS ($195,863,400) AGGREGATE PRINCIPAL AMOUNT OF GENERAL OBLIGATION BONDS OF THE COUNTY OF MAUI FOR THE PURPOSE OF PROVIDING FUNDS TO PAY ALL OR A PART OF THE COST OF APPROPRIATIONS FOR PUBLIC IMPROVEMENTS OF AND FOR THE COUNTY OF MAUI; FIXING THE FORM, DENOMINATIONS AND CERTAIN OTHER FEATURES OF SUCH BONDS AND PROVIDING FOR THEIR SALE; AUTHORIZING THE DIRECTOR OF FINANCE TO DETERMINE CERTAIN DETAILS OF THE BONDS; AUTHORIZING THE ISSUANCE AND SALE OF A LIKE PRINCIPAL AMOUNT OF GENERAL OBLIGATION BOND ANTICIPATION NOTES IN ANTICIPATION OF THE ISSUANCE AND SALE OF SUCH BONDS; AUTHORIZING THE ISSUANCE OF REFUNDING GENERAL OBLIGATION BONDS OF THE COUNTY; AND PROVIDING FOR OTHER ACTIONS RELATED TO THE ISSUANCE, SALE AND DELIVERY OF SAID BONDS.” Bill 57’s purpose is to authorize the issuance of $195,863,400 in general obligation bonds for various capital improvement projects (“Bond Authorization bill”).
d. Bill 58 (2026), entitled “A BILL FOR AN ORDINANCE DETERMINING THAT PART OF THE PROCEEDS OF GENERAL OBLIGATION BONDS OF THE COUNTY OF MAUI HERETOFORE ISSUED IS IN EXCESS OF THE AMOUNTS REQUIRED FOR THE PURPOSES FOR WHICH SUCH BONDS WERE INITIALLY ISSUED, OR MAY OR SHOULD NOT BE APPLIED TO THOSE PURPOSES, AND DIRECTING SUCH PROCEEDS TO OTHER PUBLIC IMPROVEMENTS OR AUTHORIZED PURPOSES OF THE COUNTY OF MAUI.” Bill 58’s purpose is to reauthorize the use of $6,000,000 in lapsed bond proceeds for the Department of the Prosecuting Attorney, Wailuku-Kahului Community Plan Area, Government Facilities, 24 North Church Street Building Renovations (“Lapsed Bond bill”).
e. Bill 59 (2026), entitled “A BILL FOR AN ORDINANCE AUTHORIZING THE MAYOR OF THE COUNTY OF MAUI TO ENTER INTO AN INTERGOVERNMENTAL AGREEMENT FOR A LOAN FROM THE STATE OF HAWAII’S WATER POLLUTION CONTROL REVOLVING FUND FOR VARIOUS WASTEWATER PROJECTS, FISCAL YEAR 2027 BUDGET ORDINANCE.” Bill 59’s purpose is to authorize the Mayor to enter into an intergovernmental agreement to finance the Kīhei Wastewater Pump Station No. 7 Relocation with funds not to exceed $2,500,000.
f. Bill 60 (2026), entitled “A BILL FOR AN ORDINANCE AUTHORIZING THE MAYOR OF THE COUNTY OF MAUI TO ENTER INTO AN INTERGOVERNMENTAL AGREEMENT FOR A LOAN FROM THE STATE OF HAWAII’S WATER POLLUTION CONTROL REVOLVING FUND FOR VARIOUS WATER SUPPLY PROJECTS, FISCAL YEAR 2027 BUDGET ORDINANCE.” Bill 60’s purpose is to authorize the Mayor to enter into an intergovernmental agreement to finance Countywide Facility Improvements with funds not to exceed $10,000,000.
g. Bill 61 (2026), entitled “A BILL FOR AN ORDINANCE ESTABLISHING A NEW CHAPTER 3.101, MAUI COUNTY CODE, FOR A FISCAL RESERVE FUND.” Bill 61’s purpose is to establish a new Chapter 3.101, Maui County Code, to create a fiscal reserve fund that the County may use in the event of revenue loss to mitigate the need for tax increases or a decrease in operations.
h. Bill 62 (2026), entitled “A BILL FOR AN ORDINANCE AMENDING SECTIONS 3.54.020, 3.54.025, 3.55.020, AND 3.55.030, MAUI COUNTY CODE, ON THE SOLID WASTE MANAGEMENT FUND, AND THE ENVIRONMENTAL PROTECTION AND SUSTAINABILITY FUND.” Bill 62’s purpose is to 1) allow the Solid Waste Management Fund to be used for recycling programs and remove recycling programs as an authorized use of the Environmental Protection and Sustainability Fund; and 2) allow the Solid Waste Management Fund to also be used for landfill diversion, grants or loans for authorized purposes of the Fund, and to leverage funds from other entities to further authorized purposes of the Fund.
i. Bill 63 (2026), entitled “A BILL FOR AN ORDINANCE AMENDING SECTIONS 3.38.010 and 3.38.020, MAUI COUNTY CODE, ON RENAMING THE HAWAIIAN CULTURAL RESTORATION REVOLVING FUND AND USING THE FUNDS TO EXPAND THE ROYAL LAHAINA COMPLEX AREA.” Bill 63’s purpose is to rename the Hawaiian Cultural Restoration Revolving Fund to the Lahaina Royal Complex Restoration Fund and authorize the Fund to be used for preservation and restoration throughout the Lahaina Royal Complex area.
j. Bill 64 (2026), entitled “A BILL FOR AN ORDINANCE AMENDING TITLE 3, MAUI COUNTY CODE, ON ELECTRIC VEHICLE CHARGING FEES.” Bill 64’s purpose is to establish a fee for the use of County-owned electric vehicle charging stations to offset the cost of electricity that is consumed through the stations.
k. Resolution 26-63, entitled “ADOPTING THE FUEL TAX RATES FOR THE COUNTY OF MAUI, EFFECTIVE JULY 1, 2026.” Resolution 26-63’s purpose is to adopt the fuel tax rates for the County of Maui, effective July 1, 2026, in accordance with Section 243-5, Hawaii Revised Statutes, and Section 3.20.010, Maui County Code.
l. A document entitled “FISCAL YEAR 2027 MAYOR’S PROPOSED BUDGET,” which includes the Mayor’s Budget Message, as required by Section 9-2(1) of the Revised Charter of the County of Maui (1983), as amended (“Program Budget”).
2. Bill 66 (2026), entitled “A BILL FOR AN ORDINANCE ESTABLISHING A NEW CHAPTER 3.46, MAUI COUNTY CODE, FOR A CLIMATE ACTION AND RESILIENCY REVOLVING FUND.” Bill 66’s purpose is to establish the Climate Action and Resiliency Revolving Fund, which would support implementation of the Climate Action and Resiliency Plan adopted under Code Chapter 20.44. At least 20 percent of the Maui County Transient Accommodations Tax collected under Chapter 3.47 would be deposited into the fund with any supplemental transfers set in the annual budget.
3. Bill 67 (2026), entitled, “A BILL FOR AN ORDINANCE AMENDING CHAPTER 3.55, MAUI COUNTY CODE, ON THE ENVIRONMENTAL PROTECTION AND SUSTAINABILITY FUND.” Bill 67’s purpose is to enhance stewardship of the County’s natural, cultural, and agricultural resources through the Environmental Protection and Sustainability Fund by requiring:
a. 20 percent of the Maui County Transient Accommodations Tax collected under Chapter 3.47 be deposited into the Fund; and
b. The Director of Finance to consult with the Department of Environmental Management’s Environmental Protection and Sustainability Division, the Department of ʻŌiwi Resources, and the Department of Agriculture before annual expenditures of Maui County Transient Accommodations Tax deposited into the Fund occur.
4. Bill 76 (2026), entitled “A BILL FOR AN ORDINANCE AMENDING TITLE 14, ARTICLE 1, MAUI COUNTY CODE, ON THE WATER SYSTEM DEVELOPMENT FEE.” Bill 76’s purpose is to change the Water System Development Fee to be charged based on the average amount of water projected to be used by a property per day in gallons instead of the number and size of the water meters required.
Status
The Committee may consider whether to recommend passage on first reading of each of the following bills with or without revisions: Bill 55 (2026), Bill 56 (2026), Bill 57 (2026), Bill 58 (2026), Bill 59 (2026), Bill 60 (2026), Bill 61 (2026), Bill 62 (2026), Bill 63 (2026), Bill 64 (2026), Bill 66 (2026), Bill 67 (2026), and Bill 76 (2026). The Committee may also consider whether to recommend adoption of Resolution 26-63, with or without revisions. The Committee may also consider the development of other legislation related to the proposed budget for FY 2027. The Committee may also consider whether to recommend the filing of Bill 55 (2026), Bill 56 (2026), Bill 57 (2026), Bill 58 (2026), Bill 59 (2026), Bill 60 (2026), Bill 61 (2026), Bill 62 (2026), Bill 63 (2026), Bill 64 (2026), Bill 66 (2026), Bill 67 (2026), Bill 76 (2026), and Resolution 26-63 and other related action.
Note
With reference to this agenda item, one or more executive meetings may be held in accordance with Section 92-5(a), Hawaii Revised Statutes (“HRS”):
1. to consider and evaluate personal information relating to individuals applying for professional or vocational licenses cited in Section 26-9, HRS, or both;
2. to consider the hire, evaluation, dismissal, or discipline of an officer or employee or of charges brought against the officer or employee, where consideration of matters affecting privacy will be involved; provided that if the individual concerned requests an open meeting, an open meeting shall be held;
3. to deliberate concerning the authority of persons designated by the County, the Council, or the Committee to conduct labor negotiations or to negotiate the acquisition of public property, or during the conduct of such negotiations;
4. to consult with legal counsel on questions and issues pertaining to the powers, duties, privileges, immunities, and liabilities of the County, the Council, and the Committee;

7. to consider matters relating to the solicitation and acceptance of private donations; and
8. to deliberate or make a decision upon a matter that requires the consideration of information that must be kept confidential pursuant to a State or Federal law, or a court order.
