BILL 21, CD1 (2023), CONDITIONAL ZONING FOR EMERGENCY AIRSTRIP OPERATIONS AT KAPALUA AIRPORT (DRIP-5)
Description
The Committee is in receipt of the following:
1. Bill 21, CD1 (2023), entitled “A BILL FOR AN ORDINANCE TO AMEND ORDINANCE 2924 (CONDITIONAL ZONING) FOR EMERGENCY AIRSTRIP OPERATIONS AT KAPALUA AIRPORT.” Bill 21, CD1’s purpose is to allow after-hours emergency airstrip operations at Kapalua Airport by amending the property’s Conditional Zoning. The bill also updates the Tax Map Keys, property description, and acreage for the Kapalua Airport.
2. Correspondence dated April 22, 2025, from the State Deputy Director of Transportation for Airports, transmitting a draft revised Unilateral Agreement and Declaration for Conditional Zoning for Bill 21, CD1 (2023).
3. Correspondence dated February 13, 2026, from the Committee Chair to the State Director of Transportation, requesting clarification on the terms inserted in paragraph 5, “Emergency Lighting Installation Requirement,” of the revised draft Unilateral Agreement and Declaration for Conditional Zoning.
4. Correspondence dated February 27, 2026, from the State Deputy Director of Transportation for Airports, transmitting recommended changes to paragraph 5 of the draft revised Unilateral Agreement and Declaration for Conditional Zoning.
Status
The Committee may discuss Bill 21, CD1 (2023) and the changes requested by the State Department of Transportation. No legislative action will be taken.
