Title

BILL 13 (2026), COUNTY TRANSIT BUS ADVERTISING  (ADEPT-6)

 

Description

The Committee is in receipt of the following:

1.                     Bill 13 (2026), entitled “A BILL FOR AN ORDINANCE AMENDING CHAPTER 11.02, MAUI COUNTY CODE, ON ADVERTISING INSIDE COUNTY TRANSIT BUSES.”  Bill 13’s purpose is to amend the requirements for advertising inside County transit buses.

2.                     An Amendment Summary Form, dated May 6, 2026, from the Committee Chair, proposing to replace Bill 13 (2026) with a proposed CD1 version of Bill 13 (2026), entitled “A BILL FOR AN ORDINANCE AMENDING TITLE 11, MAUI COUNTY CODE, ON COUNTY TRANSIT BUS ADVERTISING.” The proposed CD1 version:

a.                     Broadens the bill’s title and preamble to include all County transit bus advertising;

b.                     Makes Title 11’s purpose section consistent with the bill;

c.                     Clarifies that advertisements which do not promote County-sponsored programs or events must comply with Title 11 requirements; and

d.                     Updates the Code citation for the types of advertising prohibited on County bus system passes.

 

Status

The Committee may receive comments on the bill from the Department of Transportation and a presentation from Cayla Kutaka, Chair of the Commission on Children and Youth, on its Talking is Teaching awareness campaign. The Committee may consider whether to recommend passage of Bill 13 (2026), with or without revisions. The Committee may also consider the filing of Bill 13 (2026) and other related action.
