Title

BILL 108 (2026), SOUTH MAUI COMMUNITY PLAN UPDATE  (DRIP-25)

 

Description

The Committee is in receipt of the following:

1.                     Bill 108 (2026), entitled “A BILL FOR AN ORDINANCE AMENDING SECTION 2.80B.070, MAUI COUNTY CODE, TO ADOPT THE UPDATED SOUTH MAUI COMMUNITY PLAN.”  Bill 108’s purpose is to repeal the Kihei-Makena Community Plan, as amended, and adopt the proposed South Maui Community Plan.

2.                     Correspondence dated August 4, 2026, from the Planning Director, transmitting the following:

a.                     A proposed bill to repeal the Kihei-Makena Community Plan, as amended, and adopt the proposed South Maui Community Plan.

b.                     A document entitled “DRAFT SOUTH MAUI COMMUNITY PLAN.”

c.                     Other related documents, including matrices that show:

i.                     Changes made to the South Maui Community Plan throughout its development; and

ii.                     South Maui Community Plan policies and their related Maui Island Plan and Countywide Policy Plan policies.

 

Status

The Committee may consider whether to recommend passage of Bill 108 (2026) on first reading, with or without revisions.  The Committee may also discuss the draft South Maui Community Plan in paragraph 2(b) above, focusing on the following order:

1)                     Section 2 Policy Framework;

2)                     Section 4 Implementation and Monitoring;

3)                     Section 3 Growth Framework;

4)                     Section 1 Plan Framework; and

5)                     Section 5 Appendices.

The Committee may also consider the filing of Bill 108 (2026) and other related action.
