DISCUSSION ON BILL 4 (2026), AMENDING FISCAL YEAR 2026 BUDGET: GRANT TO LAHAINA COMMUNITY LAND TRUST (BFED-20(24))
Description
Under Rule 7(B) of the Rules of the Council, the Committee intends to discuss Bill 4 (2026), which would amend the Fiscal Year 2026 Budget to recognize $5,000,000 in Estimated Revenues from General Fund Carryover/Savings, increase the Department of Housing’s Grant to Lahaina Community Land Trust from $6,000,000 to $11,000,000, and delete the $5,000,000 grant condition for the Lahaina Community Land Trust under the Open Space, Natural Resources, Cultural Resources, and Scenic Views Preservation Fund. Bill 4 passed first reading at the Council’s meeting of January 7, 2026, and remains with the Council for consideration of passage on second and final reading.
