DISCUSSION ON BILL 76 (2026), RELATING TO THE WATER SYSTEM DEVELOPMENT FEE  (WAI-1(9))

 

Description

Under Rule 7(B) of the Rules of the Council, the Committee intends to receive a presentation from the Department of Water Supply on Bill 76 (2026) and discuss the bill, which proposes to restructure the water system development fee by focusing on the average daily demand of an application for water service rather than meter size or water fixture units.

 

Status

The Committee may discuss:

 

                     The proposed restructuring of the water system development fee and the transition to calculations based on average daily demand.

                     The definitions of “average daily demand” and “equivalent single dwelling” as they relate to the Department of Water Supply’s capacity.

                     Provisions regarding fee credits, reinstatements, and exemptions for accessory dwellings or temporary meters.

The Committee may also discuss other related matters. No legislative action will be taken.
