WATER RATES AND FEE WAIVERS DURING EMERGENCIES  (WAI-1(11))

 

Description

The Committee is in receipt of the following:

1.                     Correspondence dated November 6, 2023, from the Department of Water Supply, transmitting a proposed bill, entitled “A BILL FOR AN ORDINANCE AMENDING SECTIONS 14.04.040, 14.07.080 AND 14.10.010, MAUI COUNTY CODE, TO ESTABLISH NEW WATER RATES, AND ALLOW FOR WAIVER OF THE WATER SYSTEM DEVELOPMENT FEE AND WATER SERVICE INSTALATION FEES DURING EMERGENCIES.”  The proposed bill’s purpose is to allow the Department of Water Supply to offer reduced water rates for customers impacted by a disaster or emergency, and to allow the director to waive water system development fees and water service installation costs where water infrastructure has been destroyed or rendered nonoperational by an emergency or disaster.

2.                     Correspondence dated November 7, 2023, from Committee Chair Cook, transmitting correspondence from the Budget Director dated October 27, 2023, transmitting Bill 108 (2023) entitled “A BILL FOR AN ORDINANCE AMENDING THE FISCAL YEAR 2024 BUDGET FOR THE COUNTY OF MAUI, APPENDIX B, DEPARTMENT OF WATER SUPPLY.”  Bill 108’s purpose is to add two new water rate categories and to grant the Director of Water Supply discretion to waive costs associated with restoring water service infrastructure damaged due to a disaster or emergency resulting in an emergency proclamation.

 

Status

The Committee may receive comments from the Department of Water Supply on the proposed bills to establish new water rates and allow for the waiver of water system development fees and water service installation fees during emergencies.  The Committee may also discuss other related matters.  No legislative action will be taken.
