BILL 30 (2026), AMENDING THE FISCAL YEAR 2026 BUDGET: INCREASE ESTIMATED REVENUES, CARRYOVER/SAVINGS, GENERAL FUND; TRANSFER TO THE GENERAL EXCISE TAX FUND; DEPARTMENT OF ENVIRONMENTAL MANAGEMENT (CENTRAL MAUI REGIONAL WASTEWATER RECLAMATION FACILITY) (BFED-47)
Description
The Committee is in receipt of the following:
1. Bill 30 (2026), entitled "A BILL FOR AN ORDINANCE AMENDING THE FISCAL YEAR 2026 BUDGET, INCREASE ESTIMATED REVENUES, CARRYOVER/SAVINGS, GENERAL FUND BY $3,500,000, DEPARTMENT OF FINANCE, COUNTYWIDE COSTS, INCREASE APPROPRIATION FOR TRANSFER TO THE GENERAL EXCISE TAX FUND BY $3,500,000, APPENDIX A, PART II, GENERAL EXCISE TAX FUND, INCREASE THE APPROPRIATION FOR CENTRAL MAUI REGIONAL WASTEWATER RECLAMATION FACILITY IN WAIKAPU BY $3,500,000, AND APPENDIX C, DEPARTMENT OF ENVIRONMENTAL MANAGEMENT, WAILUKU-KAHULUI COMMUNITY PLAN AREA, INCREASE THE APPROPRIATION FOR CENTRAL MAUI REGIONAL WWRF (WAIKAPU) BY $3,500,000." Bill 30's purpose is to amend the Fiscal Year 2026 Budget by:
a. Amending Section 2, Estimated Revenues, by increasing Carryover/Savings from the General Fund by $3,500,000;
b. Amending Section 3.B.6.g.(14), Department of Finance, Countywide Costs, Transfer to the General Excise Tax Fund, by increasing the appropriation by $3,500,000;
c. Adjusting the totals accordingly;
d. Amending Appendix A, Part II, Special Purpose Revenues - Schedule of Revolving/Special Funds for Fiscal Year 2026, General Excise Tax Fund, by increasing Anticipated Revenues for FY 2026 and the conditioned amount in condition (6) by $3,500,000 and adjusting the total accordingly; and
e. Amending Appendix C - Capital Improvement Projects, Department of Environmental Management, Wailuku-Kahului Community Plan Area, Central Maui Regional WWRF (Waikapu), by increasing the appropriation by $3,500,000.
2. A Certification of Additional Revenues for Fiscal Year 2026, dated February 11, 2026, for $3,500,000 in Carryover/Savings from the General Fund.
