DISCUSSION ON BILL 3 (2026), AMENDING FISCAL YEAR 2026 BUDGET:  DEPARTMENT OF HOUSING; HOUSING, INTERIM FINANCING, AND BUY-BACK REVOLVING FUND; KOMOHANA HALE APARTMENTS REBUILD (BFED-20(23))

 

Description

Under Rule 7(B) of the Rules of the Council, the Committee intends to discuss Bill 3 (2026), which would amend the Fiscal Year 2026 Budget to recognize $2,000,000 in Estimated Revenues from Carryover/Savings for the Housing, Interim Financing, and Buy-back Revolving Fund, and appropriate the funds for the Komohana Hale Apartments Rebuild project.  The $2,000,000 is insurance proceeds for the damage caused to Komohana Hale Apartments by the August 2023 Lahaina wildfires.  Bill 3 passed first reading at the Council’s meeting of January 7, 2026, and remains with the Council for consideration of passage on second and final reading.

 

Status

The Committee may discuss Bill 3 (2026), including the receipt, accounting, and use of insurance proceeds and matters relating to the Housing, Interim Financing, and Buy-back Revolving Fund.  The Committee may also discuss other related matters.  No legislative action will be taken.
