Title

BILL 18 (2025), ESTABLISHING SECTION 2.56.080, MAUI COUNTY CODE, TO ESTABLISH PAY SCALES FOR THE BOARD OF ETHICS (BFED-25)

 

Description

The Committee is in receipt of the following:

1.                     Bill 18, CD1 (2025), entitled “A BILL FOR AN ORDINANCE ESTABLISHING SECTION 2.56.080, MAUI COUNTY CODE, TO ESTABLISH PAY SCALES FOR THE BOARD OF ETHICS.”  Bill 18, CD1’s purpose is to amend Chapter 2.56, Maui County Code, by creating a new Section 2.56.080 to establish pay scales for the Board of Ethics staff.  Bill 18, CD1 was recommitted to the Budget, Finance, and Economic Development Committee with Committee Report 25-25.

2.                     An Amendment Summary Form, dated May 7, 2025, from Council Chair Lee, with a proposed CD2 version of Bill 18.  The proposed CD2 version:

a.                     Clarifies that the bill applies to Board of Ethics staff and not the board members;

b.                     Clarifies that the salary for the Executive Director is within a range as opposed to set by a scale with steps;

c.                     Makes the Executive Director’s maximum salary consistent with the salary set by the Salary Commission for the First Deputy Corporation Counsel;

d.                     Removes reference to the positions by which the salary scales were set to avoid conflicts when salary adjustments are made for those positions; and

e.                     Incorporates nonsubstantive revisions.

 

Status

The Committee may consider whether to recommend passage of Bill 18, CD1 (2025) on first reading, with or without revisions.  The Committee may also consider the filing of Bill 18, CD1 (2025) and other related action.
