BILL 96 (2026), ON CARRYOVER SAVINGS AND COUNCIL-INITIATED APPROPRIATIONS (BFED-63)
Description
The Committee is in receipt of Bill 96 (2026), entitled “A BILL FOR AN ORDINANCE AMENDING CHAPTER 3.04, MAUI COUNTY CODE, ON CARRYOVER SAVINGS AND COUNCIL-INITIATED APPROPRIATIONS.” Bill 96’s purpose is to require additional reporting on County operations as follows:
1. By an annual report to the Council before submitting the ensuing fiscal year’s operating budget, explaining by agency which Council-initiated appropriations were not wholly encumbered or expended and why.
2. For each proposed budget amendment involving Carryover Savings, to identify the operating budget or capital program budget appropriation the Carryover Savings came from and state whether the Carryover Savings includes any Council-initiated appropriation.
Status
The Committee may consider whether to recommend passage of Bill 96 (2026) on first reading, with or without revisions. The Committee may also consider the filing of Bill 96 (2026) and other related action.
