BILL 16 (2026), REGULATING LOW-SPEED ELECTRIC BICYCLES  (WAI-22)

 

Description

The Committee is in receipt of the following:

1.                     Bill 16 (2026), entitled “A BILL FOR AN ORDINANCE AMENDING CHAPTER 10.52, MAUI COUNTY CODE, BY ADDING A NEW SECTION REGULATING LOW-SPEED ELECTRIC BICYCLES.”  Bill 16’s purpose is to establish regulations for the safe operation of low-speed electric bicycles, with a particular focus on protecting minors and promoting responsible use.

2.                     An Amendment Summary Form, dated February 12, 2026, from the Committee Chair, with a proposed CD1 version of Bill 16 (2026).  The proposed CD1 version:

a.                     Removes the phrase “non-standing or” from proposed paragraph 10.52.125(C)(2); and

b.                     Makes nonsubstantive and technical revisions for clarity, consistency, and style.

 

Status

The Committee may consider whether to recommend passage of Bill 16 (2026) on first reading, with or without revisions.  The Committee may also consider the filing of Bill 16 (2026) and other related action.
