RESOLUTION 15-155: ESTABLISHING A SPECIAL COMMITTEE ON COUNTY GOVERNANCE (CG-1(1))
Description
The Special Committee is in receipt of the following:
1. Correspondence dated December 17, 2015, from the Chair of the Special Committee, transmitting Resolution 15-155, entitled “ESTABLISHING A SPECIAL COMMITTEE ON COUNTY GOVERNANCE.” The resolution established the “Special Committee on County Governance.”
2. Correspondence dated May 3, 2016, from the Chair of the Special Committee, transmitting a proposed resolution entitled “PROPOSING AN AMENDMENT TO THE REVISED CHARTER OF THE COUNTY OF MAUI (1983), AS AMENDED, TO PROVIDE THAT THE MANAGING DIRECTOR SHALL BE APPOINTED BY THE ELECTED COUNTY COUNCIL TO FUNCTION AS THE COUNTY’S CHIEF OPERATING OFFICER AND IMPLEMENT POLICY ESTABLISHED BY THE COUNCIL, WITH THE ELECTED MAYOR RETAINING THE POWER TO REPRESENT THE COUNTY IN INTERGOVERNMENTAL RELATIONS, APPROVE OR VETO BILLS, AND NOMINATE MEMBERS OF BOARDS AND COMMISSIONS.” The purpose of the resolution is to propose amendments to the Revised Charter of the County of Maui (1983), as amended, to be placed on the ballot at the next general election, to change the form of governance in the County of Maui from a Council-Mayor form of governance to a County Manager form of governance, with a Managing Director as the chief operating officer instead of an elected Mayor.
Status
Pursuant to Resolution 15-155, the Special Committee may consider whether to recommend adoption of the proposed resolution, with or without revisions, and filing of the correspondence dated December 17, 2015. The Committee may also consider other related action.
