AMENDING FISCAL YEAR 2020 BUDGET: DEPARTMENT OF PUBLIC WORKS (SPECIAL MAINTENANCE PROGRAM - GENERAL FUND; COUNTYWIDE, ROAD IMPROVEMENTS, HIGHWAY FUND; MAKAWAO-PUKALANI-KULA COMMUNITY PLAN AREA, ROAD IMPROVEMENTS, HIGHWAY FUND) (EDB-66)
Description
The Committee is in receipt County Communication 20-20, from the Budget Director, transmitting the following:
1. A proposed bill entitled “A BILL FOR AN ORDINANCE AMENDING THE FISCAL YEAR 2020 BUDGET FOR THE COUNTY OF MAUI AS IT PERTAINS TO ESTIMATED REVENUES; DEPARTMENT OF PUBLIC WORKS, SPECIAL MAINTENANCE PROGRAM - GENERAL FUND; COUNTYWIDE, ROAD IMPROVEMENTS, HIGHWAY FUND; MAKAWAO-PUKALANI-KULA COMMUNITY PLAN AREA, ROAD IMPROVEMENTS, HIGHWAY FUND; TOTAL CAPITAL IMPROVEMENT PROJECT APPROPRIATIONS; AND TOTAL APPROPRIATIONS (OPERATING AND CAPITAL IMPROVEMENT PROJECTS).” The purpose of the proposed bill is to amend the Fiscal Year 2020 Budget by 1) increasing Carryover/Savings from the Highway Fund by $546,000; 2) amending Section 3.B.15.c.(3), Department of Public Works, Special Maintenance Program - General Fund, by expanding the scope of proviso (3), relating to the Kahana Nui Desilting Basin; and 3) amending under the Department of Public Works the following: a) Section 4.G.1.c.(2).(iv), Countywide, Road Improvements, Highway Fund, by increasing the appropriation for “Countywide Traffic Calming Program” by $80,000; and b) amending Section 4.G.4.a, Makawao-Pukalani-Kula Community Plan Area, Road Improvements, by adding “(2) Highway Fund” and appropriations for capital projects entitled “Old Haleakala Highway Traffic Signal Upgrade at Pukalani Street,” in the amount of $200,000, and “Guardrail and Shoulder Improvements at Various Locations,” in the amount of $266,000.
2. A proposed bill entitled “A BILL FOR AN ORDINANCE AMENDING THE FISCAL YEAR 2020 BUDGET FOR THE COUNTY OF MAUI AS IT PERTAINS TO APPENDIX C - CAPITAL IMPROVEMENT PROJECTS, DEPARTMENT OF PUBLIC WORKS (COUNTYWIDE TRAFFIC CALMING PROGRAM; OLD HALEAKALA HIGHWAY TRAFFIC SIGNAL UPGRADE AT PUKALANI STREET; GUARDRAIL AND SHOULDER IMPROVEMENTS AT VARIOUS LOCATIONS).” The purpose of the proposed bill is to amend the Fiscal Year 2020 Budget, Appendix C, Capital Improvement Projects, by amending under the Department of Public Works the project description for the Countywide Traffic Calming Program and increasing its appropriation by $80,000; and by adding under the Makawao-Pukalani-Kula Community Area two projects and project descriptions entitled “Old Haleakala Highway Traffic Signal Upgrade at Pukalani Street” and “Guardrail and Shoulder Improvements at Various Locations” with appropriations of $200,000 and $266,000, respectively.
3. A Certification of Additional Revenues for Fiscal Year 2020, dated January 3, 2020, for $546,000 in Carryover/Savings from the Highway Fund.
Status
The Committee may consider whether to recommend passage of the proposed bills on first reading, with or without revisions. The Committee may also consider the filing of County Communication 20-20 and other related action.
