INTERGOVERNMENTAL AGREEMENT WITH CITY AND COUNTY OF HONOLULU, HONOLULU BOARD OF WATER SUPPLY; THE COUNTY OF HAWAII, DEPARTMENT OF WATER SUPPLY; AND THE COUNTY OF KAUAI, DEPARTMENT OF WATER SUPPLY FOR MUTUAL AID AND ASSISTANCE DURING EMERGENCIES (WIT-39)
Description
The Committee is in receipt of the following:
1. County Communication 19-423, from the Deputy Director of the Department of Water Supply, transmitting a proposed bill authorizing the Mayor to enter into an intergovernmental agreement with the Honolulu Board of Water Supply, Hawaii County Department of Water Supply, and Kauai County Department of Water Supply.
2. Water and Infrastructure Committee Report 19-141, which was recommitted by the Council at its meeting of November 22, 2019.
3. Correspondence dated March 2, 2020, from Corporation Counsel, transmitting a revised proposed bill entitled “A BILL FOR AN ORDINANCE AUTHORIZING THE MAYOR OF THE COUNTY OF MAUI TO ENTER INTO AN INTERGOVERNMENTAL AGREEMENT WITH THE HONOLULU BOARD OF WATER SUPPLY, HAWAII COUNTY DEPARTMENT OF WATER SUPPLY, AND KAUAI COUNTY DEPARTMENT OF WATER SUPPLY FOR MUTUAL AID AND ASSISTANCE DURING EMERGENCIES (HAWAII WATER AGENCY RESPONSE NETWORK (HIWARN) INTRASTATE PROGRAM FOR MUTUAL AID AND ASSISTANCE).” The purpose of the bill is to allow the Department of Water Supply to participate with Hawaii Water Utility Members to provide assistance during an emergency.
Status
The Committee may consider whether to recommend passage of the revised proposed bill on first reading, with or without further revisions. The Committee may also consider the filing of County Communication 19-423, Committee Report 19-141, and other related action.
