AMENDMENTS TO THE FISCAL YEAR 2021 BUDGET: DEPARTMENT OF ENVIRONMENTAL MANAGEMENT; OFFICE OF THE MAYOR; DEPARTMENT OF POLICE; DEPARTMENT OF FIRE AND PUBLIC SAFETY; DEPARTMENT OF HOUSING AND HUMAN CONCERNS; DEPARTMENT OF PUBLIC WORKS; SECTION 14, GENERAL BUDGET PROVISIONS (EDB-111)
Description
The Committee is in receipt of County Communication 20-475, from the Budget Director, transmitting the following:
1. A proposed bill entitled “A BILL FOR AN ORDINANCE AMENDING THE FISCAL YEAR 2021 BUDGET FOR THE COUNTY OF MAUI AS IT PERTAINS TO DEPARTMENT OF ENVIRONMENTAL MANAGEMENT, SOLID WASTE ADMINISTRATION PROGRAM - SOLID WASTE MANAGEMENT FUND, ENVIRONMENTAL PROTECTION AND SUSTAINABILITY PROGRAM - ENVIRONMENTAL PROTECTION AND SUSTAINABILITY FUND; OFFICE OF THE MAYOR, ECONOMIC DEVELOPMENT PROGRAM; DEPARTMENT OF POLICE, MOLOKAI POLICE STATION ROOF REPLACEMENT.” The purpose of the proposed bill is to amend the Fiscal Year 2021 Budget by:
1. Section 3.B.3.d., Department of Environmental Management, Solid Waste Administration Program - Solid Waste Management Fund, by:
a. decreasing the Contribution to General Fund - Employees’ Retirement System (ERS) and Federal Insurance Contributions Act (FICA) by $36,081;
b. the Contribution to General Fund - Hawaii Employer-Union Health Benefits Trust Fund (EUTF) by $24,088;
c. decreasing the Contribution to General Fund - Other Post-Employment Benefits (OPEB) by $11,845;
d. decreasing Administrative Overhead Charge by $24,499; and
e. adjusting the totals accordingly;
2. Amending Section 3.B.3.f., Department of Environmental Management, Environmental Protection and Sustainability Program - Environmental Protection and Sustainability Fund, by:
a. increasing the Contribution to General Fund - Employees’ Retirement System (ERS) and Federal Insurance Contributions Act (FICA) by $36,081;
b. increasing the Contribution to General Fund - Hawaii Employer-Union Health Benefits Trust Fund (EUTF) by $24,088;
c. increasing the Contribution to General Fund - Other Post-Employment Benefits (OPEB) by $11,845;
d. increasing the Administrative Overhead Charge by $24,499; and
e. adjusting the totals accordingly;
3. Amending Section 3.B.9.c.(5)(xv), Office of the Mayor, Economic Development Program, Grants and disbursements for Agricultural Promotion by moving the appropriation in the amount of $75,000 out of the proviso section for the Maui Economic Opportunity Agricultural Micro Grants Program and into the line item for the grant entitled “Food Security Hawaii”; and
4. Amending Section 4.F.1., Department of Police, Molokai Community Plan Area, by adding the project type “Government Facilities” for the Molokai Police Station roof replacement.
2. A proposed bill entitled “A BILL FOR AN ORDINANCE AMENDING THE FISCAL YEAR 2021 BUDGET FOR THE COUNTY OF MAUI AS IT PERTAINS TO APPENDIX A, PART I, GRANTS AND RESTRICTED USE REVENUES - SCHEDULE OF GRANTS AND RESTRICTED USE REVENUES BY DEPARTMENTS AND PROGRAMS, DEPARTMENT OF FIRE AND PUBLIC SAFETY; DEPARTMENT OF HOUSING AND HUMAN CONCERNS, (FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA) PUBLIC ASSISTANCE GRANT).” The purpose of the proposed bill is to amend Appendix A, Part I, Grants and Restricted Use Revenues - Schedule of Grants and Restricted Use Revenues by Departments and Programs, Fiscal Year 2021 Budget, by: a) removing the proviso for the ice machine and generator for the Lanai Senior Center and by decreasing the appropriation by $250,000 under the Department of Fire and Public Safety, grant entitled “Federal Emergency Management Agency (FEMA) Public Assistance Grant”; b) adding a grant for the Department of Housing and Human Concerns, entitled “Federal Emergency Management Agency (FEMA) Public Assistance,” in the amount of $250,000, and c) adding a proviso under this grant for the purchase and installation of an ice machine and generator for the Lanai Senior Center.
3. A proposed bill entitled “A BILL FOR AN ORDINANCE AMENDING THE FISCAL YEAR 2021 BUDGET FOR THE COUNTY OF MAUI AS IT PERTAINS TO APPENDIX C - CAPITAL IMPROVEMENT PROJECTS, DEPARTMENT OF PUBLIC WORKS, COUNTYWIDE ROAD RESURFACING AND PAVEMENT PRESERVATION, COUNTYWIDE FEDERAL AID PROGRAM.” The purpose of the proposed bill is to amend the Fiscal Year 2021 Budget, Appendix C, Capital Improvement Projects, by amending under the Department of Public Works the project description for the Countywide Road Resurfacing and Pavement Preservation to delete projects removed by the Council; and by increasing the appropriation for the Countywide Federal Aid Program in the amount of $17,533,000 to include the grant funds appropriated in Appendix A, Part I, from the Federal Highway Administration, Federal Aid and Other Transportation Grants.
4. A proposed bill entitled “A BILL FOR AN ORDINANCE AMENDING THE FISCAL YEAR 2021 BUDGET FOR THE COUNTY OF MAUI AS IT PERTAINS TO SECTION 14 OF THE GENERAL BUDGET PROVISIONS.” The purpose of the proposed bill is to amend the Fiscal Year 2021 Budget, by amending Section 14, Special Purpose Revenues, General Budget Provisions, by revising the reference from “Y” to “Z” due to the addition of a fund entitled “Home Acquisition and Ownership Programs Revolving Fund (Chapter 3.34, Maui County Code).”
5. A proposed bill entitled “A BILL FOR AN ORDINANCE AMENDING THE FISCAL YEAR 2021 BUDGET FOR THE COUNTY OF MAUI AS IT PERTAINS TO APPENDIX A, PART I, GRANTS AND RESTRICTED USE REVENUES - SCHEDULE OF GRANTS AND RESTRICTED USE REVENUES BY DEPARTMENTS AND PROGRAMS, OFFICE OF THE MAYOR, COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM.” The purpose of the proposed bill is to amend Appendix A, Part I, Grants and Restricted Use Revenues - Schedule of Grants and Restricted Use Revenues by Departments and Programs, Fiscal Year 2021 Budget, by adding under the Office of the Mayor a proviso for the Community Development Block Grant (CDBG) Program Administration to read “Disbursements for salaries and premium pay is not restricted by Section 5.”

The Committee may consider whether to recommend passage of the proposed bills on first reading, with or without revisions. The Committee may also consider whether to recommend the filing of County Communication 20-475 and other related action.
