AMENDMENTS TO THE RULES OF THE COUNCIL (VARIOUS) (GREAT-6(1))

Description
The Committee is in receipt of the following:
1. Miscellaneous Communication, dated January 5, 2021, from the County Clerk, relating to the Rules of the Council.
2. Correspondence dated October 13, 2021, from Committee Chair Michael J. Molina, transmitting a proposed resolution, entitled "AMENDING THE RULES OF THE COUNCIL," with attached Exhibits "A" and "B." The purpose of the proposed resolution is to incorporate the following amendments to the Rules of the Council, as referenced in Exhibit "A": 1) Amend Rule 2 to allow for meetings held via video conferencing if allowed by State law or in the event of a County, State, or Federal emergency, significant health crisis, or pandemic; and allow for 10-minute breaks during each half of the workday and a 45-minute lunch period during meetings and public hearings; 2) Amend Rule 6 to establish a process to time stamp and assign a unique identification number to each bill and resolution on presentment to the County Clerk by the introducing Councilmember, and maintain and regularly update a page for bills and a page for resolutions organized by the documents' identifying number, along with other documents submitted to the County Clerk and associated with the bill or resolution; 3) Amend Rule 7 to clarify the Council's referral of bill and resolutions to standing committees after receiving the committee's report prior to first reading or adoption, except for resolutions for receiving grants or proposed land use ordinances, with a reference to Exhibit "B"; and allowing this Rule to apply to no more than once per regular Council meeting and only if there is an urgent timeline, if the matter relates to a County, State, or Federal emergency, or if action is required to preserve the health, safety, and well-being of County residents; 4) Amend Rule 17 to allow Councilmembers no more than two clarifying questions per testifier; 5) Repeal Rule 22...
