AMENDING FISCAL YEAR 2023 BUDGET: DEPARTMENT OF TRANSPORTATION (TRANSPORTATION BASEYARD) (BFED-122)
Description
The Committee is in receipt of the following:
1. Resolution 22-243 entitled “AUTHORIZING THE ACQUISITION OF APPROXIMATELY 12.49 ACRES IDENTIFIED AS TAX MAP KEY NO. (2) 3-8-102:001 (POR) SITUATED AT KAHULUI, MAUI, HAWAII, FOR AN AMOUNT NOT TO EXCEED $17,413,152.00.” Resolution 22-243’s purpose is to authorize the acquisition of approximately 12.49 acres identified as tax map key (2) 3-8-102:001 (POR) situated at Kahului, Maui, Hawaii, for a baseyard and maintenance facility, for an amount not to exceed $17,413,152.00.
2. Bill 165 (2022) entitled “A BILL FOR AN ORDINANCE AMENDING THE FISCAL YEAR 2023 BUDGET FOR THE COUNTY OF Maui AS IT PERTAINS TO ESTIMATED REVENUES; DEPARTMENT OF TRANSPORTATION, WAILUKU-KAHULUI COMMUNITY PLAN AREA, GOVERNMENT FACILITIES, BOND FUND, LAPSED BOND FUND, TRANSPORTATION BASEYARD; TOTAL CAPITAL IMPROVEMENTS PROJECT APPROPRIATIONS; TOTAL APPROPRIATIONS (OPERATING AND CAPITAL IMPROVEMENT PROJECTS).” Bill 165’s purpose is to amend the Fiscal Year 2023 Budget by 1) increasing Estimated Revenues for Bond/Lapsed Bond by $3,436,902; 2) amending Section 4.H.2.a.(1).(i)., Department of Transportation, Wailuku-Kahului Community Plan Area, Government Facilities, Bond Fund, by decreasing the appropriation for the Transportation Baseyard by $6,563,098; 3) amending Section 4.H.2.a., Wailuku-Kahului Community Plan Area, Government Facilities, by adding Lapsed Bond Fund and a project entitled “Transportation Baseyard” in the amount of $10,000,000; and 4) adjusting the totals accordingly.
3. Bill 166 (2022) entitled “A BILL FOR AN ORDINANCE AMENDING THE FISCAL YEAR 2023 BUDGET FOR THE COUNTY OF MAUI AS IT PERTAINS TO APPENDIX C - CAPITAL IMPROVEMENT PROJECTS, DEPARTMENT OF TRANSPORTATION, WAILUKU-KAHULUI COMMUNITY PLAN AREA, TRANSPORTATION BASEYARD.” Bill 166’s purpose is to amend the Fiscal Year 2023 Budget, Appendix C, Capital Improvement Projects, Department of Transportation, by increasing the appropriation for the Transportation Baseyard by $3,436,902.
4. Bill 167 (2022) entitled “A BILL FOR AN ORDINANCE AMENDING ORDINANCE NO. 5394, BILL NO. 71, CD1, FD2 (2022), RELATING TO THE ISSUANCE OF GENERAL OBLIGATION BONDS OF THE COUNTY OF MAUI ISSUANCE, SALE AND DELIVERY OF SAID BONDS (DEPARTMENT OF TRANSPORTATION).” Bill 167’s purpose is to amend Ordinance 5394, Bill 71, CD1, FD2 (2022), as amended, to decrease the authorization for the Transportation Baseyard project by $6,563,098.
5. Bill 168 (2022) entitled “A BILL FOR AN ORDINANCE AMENDING ORDINANCE NO. 5395, BILL NO. 72 (2022), RELATING TO DETERMINING THAT PART OF THE PROCEEDS OF GENERAL OBLIGATION BONDS OF THE COUNTY OF MAUI HERETOFORE ISSUED IS IN EXCESS OF THE AMOUNTS REQUIRED FOR THE PURPOSES FOR WHICH SUCH BONDS WERE INITIALLY ISSUED, OR MAY OR SHOULD NOT BE APPLIED TO THOSE PURPOSES, AND DIRECTING SUCH PROCEEDS TO OTHER PUBLIC IMPROVEMENTS OR AUTHORIZED PURPOSES OF THE COUNTY OF MAUI.” Bill 168’s purpose is to authorize the use of $10,000,000 in lapsed bond proceeds for the Department of Transportation, Wailuku-Kahului Community Plan Area, Government Facilities, Transportation Baseyard.
Status
The Committee may consider whether to recommend passage on first reading of each of the following bills with or without revisions: Bill 165 (2022), Bill 166 (2022), Bill 167 (2022), and Bill 168 (2022). The Committee may also consider whether to recommend adoption of Resolution 22-243, with or without revisions. The Committee may also consider whether to recommend the filing of Bill 165 (2022), Bill 166 (2022), Bill 167 (2022), Bill 168 (2022), and Resolution 22-243 and other related action.
