Title

BILL 21, CD1, FD1 (2022), SEABIRD AND BIODIVERSITY PROTECTION  (CARE-74)

 

Description

The Committee is in receipt of the following:

1.                     Bill 21, CD1, FD1 (2022), entitled “A BILL FOR AN ORDINANCE AMENDING CHAPTER 20.35, MAUI COUNTY CODE, RELATING TO PROTECTING SEABIRDS FROM OUTDOOR LIGHTING.”  Bill 21, CD1, FD1’s purpose is to protect native Hawaiian seabirds from becoming disoriented by artificial lights during their maiden flights from their burrows out to sea.

2.                     Proposed CD2 version of Bill 21, CD1, FD1 (2022), dated August 25, 2022, from the Committee Chair, incorporating amendments to exempt certain residential uses, clarify the exemptions for evening sporting events and emergency services, provide information about the benefits of dark skies, and include protections for sea turtles.

3.                     Correspondence dated August 25, 2022, from the Committee Chair, transmitting a track-changes (Ramseyer) version of the proposed CD2 version of Bill 21, CD1, FD1 (2022).

 

Status

The Committee may receive a presentation from wildlife experts relating to seabirds, turtles, biodiversity, the impacts of artificial lighting, and other related matters for discussion.  The Committee may also consider whether to recommend passage of Bill 21, CD1, FD1 (2022), on first reading, with or without revisions, and other related action.
